The Regulation Amending the Regulation on the Trade of Second-Hand Motor Land Vehicles ("Regulation") ("Amendment Regulation") was published in the Official Gazette dated 16 August 2022 and numbered 31925, which is entered into force as of its publication date.
A. What is Regulated in the Amendment Regulation?
The Amendment Regulation imposes some limitations on the commercial sales of second-hand vehicles.
  • Automobiles and off-road vehicles, being subject to direct or indirect sale or marketing by persons engaged in commercial second-hand vehicle trade, such as car dealerships, authorized dealers and car rental companies, must exceed six months and six thousand kilometers from the date of their first registration.
  • The regulation is valid until 1 July 2023, which can be extended up to six months by the Ministry of Trade.
  • The sale and marketing of below are excluded from the scope of the limitation;
    • Sales or marketing of vehicles registered before 16 August 2022 until 15 September 2022 (As of 16 September 2022, these vehicles will also fall within the scope of the limitation),
    • Trucks, buses, pickup trucks, and similar kinds of vehicles,
    • The sale and marketing carried out by the end consumers not concluding more than 3 sales within a calendar year.
