The Regulation on the Amendment (“Amendment Regulation”) of the Regulation on Informing Consumers on Fuel Economy and CO2 Emissions of New Passenger Cars (“Regulation”) was published in the Official Gazette dated March 11th ,2023 and numbered 32129.
What Does the Amendment Regulation Bring?
With the Amendment Regulation, the article regulating the application of the Regulation only to passenger cars that meet the conditions specified in the Regulation has been abolished. The definition of passenger car for the application of the Regulation has been changed to "M1 class (Motor vehicles intended for the transport of passengers, with seating for a maximum of eight other than the driver) motor vehicles specified in Article 4 of MARTOY (Regulation on Type Approval and Market Surveillance and Inspection of Motor Vehicles and Trailers and Their Parts, Systems and Separate Technical Units (EU/2018/858)) and within the scope of Regulation (EC) No. 715/2007 on Type Approval of Motor Vehicles in terms of Emissions from Light Passenger and Commercial Vehicles (Euro 5 and Euro 6) ".
Furthermore, Annex-I Fuel Economy and CO2 Emission Label ("
Label") and Annex-V Official Specific CO2 Emission Class have been changed. Along with the change made in the Label, the Label format, which is standard for all fuel types in the Regulation, has been prepared in 3 different ways for electric, hybrid and gasoline/diesel fuel vehicles.
According to the Provisional Article 1 included in the Regulation, the provisions introduced by the Amendment Regulation will be implemented optionally between the date of publication of the Amendment Regulation and June 1st ,2023. On June 1st ,2023 and thereafter, implementation of the the provisions will be compulsory. Vehicles to be produced until May 31st 2023 in conformity with the Label, on the date of production, shall not be restricted or prohibited to be placed and be available on the market on and after June 1st ,2023.
